Once you reach Lion's Arch (LA) in the Prophecies campaign and are at least level 10, talk to Len Calderon there.

You can also get the EotN quest from Kamadan (Nightfall campaign) and Kaineng Center (Factions campaign).

Basically, to get to Eye of the North, you have to talk to an NPC in any one of the three main cities (Kamadon in Nightfall, Lion's Arch in Prophecies, or Kaieng Center in Factions).

If you're in a different campaign, don't bother.

If you are in the Factions campaign, pick up the quest "I Feel the Earth Move Under Cantha's Feet" from the Minister of Maintenance, Raiugyon in Kaineng Center.

If you are in the Nightfall campaign, pick up the quest "Hole of Istan" from Bendah in Kamadan, the Jewel of Istan.
